RAY: Now, we're looking at two separate amendments. The one, 6 on <br />most of our schedules here, has to do with the Planning Department functions which <br />would eliminate language that would preclude the reorganization and create this idea of <br />a Division of Permitting. So we need to deal with that one first. So, would someone <br />like to make a motion in regard to the Planning — <br />SANTANGELO: We do have a legal motion on the floor right now, Mr. Chair. Point <br />of order. <br />HERKES: Was there a second? <br />SANTANGELO: Yes there was. <br />KUROZAWA: I seconded it. <br />HERKES: Okay, sorry. <br />RAY: Does anybody have a problem with voting on both? <br />HERKES: I withdraw the motion. <br />SANTANGELO: Your second has to agree. <br />KUROZAWA: I withdraw my second. <br />111111 <br />RAY: Can I have a motion in regard to number 6, if someone would so <br />choose, in regard to the Planning Department functions? <br />IRVINE: I move that we remove number 6 from our consideration. <br />RAY: Do I have a second? <br />HERKES: Second. <br />RAY: Would anybody like to speak to that? <br />ID <br />SANTANGELO: I would like to ask other Commissioners to comment. The reason I <br />struggle with dropping that, and I will cooperate, is we're asking the people to authorize <br />the Council to do something. It's not like the people vote and it's a done deal. It still has <br />to go through the Council. It has to be by ordinance. And so it's just simply giving a little <br />bit more guidance and a little more leeway for the Council to be involved in the <br />restructuring of the government. So I, kind of, struggle with that and I'd ask for the <br />rationale from others. Thank you. <br />RAY: I'll speak to that. In my mind, a future Administration may want to <br />put forth this type of reorganization, and the County Council will be very much involved <br />22 <br />
