But I did want to talk about your New Business. I wanted to thank you for consideration of my <br />comments at your last meeting regarding the Preamble. Are you still soliciting suggestions <br />• from the public? <br />HERKES: Sue wrote one. <br />TYLER: Did you write one already? Would you read it? <br />HERKES: I wrote one but it's terrible so she wrote a better one. <br />TYLER: Okay, I'm not trying to put anybody on the spot but I was just wondering if <br />you were looking for — <br />HERKES: <br />terrible. <br />But we thank you for calling that to our attention. You're right, it was <br />IRVINE: So Marni wrote something and then I haven't had time to respond to her <br />because I've been away, but I changed it a little. 'We the people of the County of Hawaii do <br />hereby adopt this Charter of the County of Hawaii, State of Hawaii. This Charter is adopted to <br />provide the framework for governing our island in a responsive and efficient manner. Our goal <br />is to provide our elected and appointed officials guidelines for governing in a manner which <br />instills trust and confidence in the integrity of government.' <br />.TYLER: Very nice. I would have only one comment, and that is the word <br />'guidelines'. I've heard that word used in conjunction with ordinances and the Charter, and I <br />think we all know that when they see the word 'shall', it's a lot more than a guideline. It means <br />you must and you will do it. So, I hope that you take that as a constructive comment. So, in <br />any case, I want to thank you for that. <br />• <br />I don't have any problem if you want to change the name of the Head of the Department to <br />the Director of Public Works, as long as the qualifications are not changed. In other words, it <br />should be a registered professional engineer, and the reason for that — <br />HERKES: Can we have five years of administrative experience along with that? <br />TYLER: Sure, why not. Go for it. <br />HERKES: Well, I don't know why not. <br />TYLER: You're going to get a better person than you might get if somebody didn't <br />have the administrative experience, and just came out of — <br />HERKES: It's an administrative position. <br />TYLER: It's more than that, but in any case, it's important to have the registered <br />professional engineer because they have to put their signatures on the plans. <br />11 <br />
