to, in any way, obstruct, or whatever, the workings of this Commission, but I think I have <br />some contributions to make here from long-time experience that may be useful and <br />there is still time to make changes that are required. Now, I would like to open with - <br />Let me ask something else first. In your rules - you developed some rules somewhere <br />along the line - shouldn't there be a quorum here today? <br />RAY: We discussed it and addressed it in an earlier meeting, and we <br />actually took a vote to the effect that a quorum was not required - <br />ROSS: Okay. <br />RAY: For a public hearing. <br />ROSS: Okay, it's just a question. <br />RAY: Because we knew we were going to run into some problems with a <br />couple of these Saturdays where a lot of people were going to be out of town. So we <br />did address that to the satisfaction of our legal counsel. <br />ROSS: Okay. Can you hear me through this mike? <br />RAY: Yes. <br />• ROSS: Okay. Mr. Chairman and members, I regard the Charter as the <br />Constitution of the County. It is the most important legal document that we have, and <br />feel that over the years, it has not been handled that way. This meeting, for instance, <br />and I'II try to point it out because there are improvements possible. There are more <br />hearings coming up. I would rather see this hearing called a public informational <br />meeting, or something like that. It's just a suggestion. Other Commissions have done <br />that, and it takes a lot of confusion away, but that's up to you. It has been announced <br />as a hearing and, as such, you missed, in the newspaper, the requirement under <br />Statute 92-41, that the subject matter must be indicated in the ad in the official paper. It <br />isn't. This meeting, in a sense, this hearing, in a sense, is illegal because of that ad, - <br />and there are couple of other things. <br />RAY: <br />as well. <br />We ran multiple. We also ran ads in the Midweek flyer publication, <br />ROSS: Yeah, I can't read that, Mr. Chairman. <br />RAY: Just to let you know, we ran extra ads that were not required. <br />ROSS: I have them with me because I was planning, you know, with a <br />magnifying glass, to go over it, but that is not a proper publication, as far as I'm <br />4 <br />
