Any other discussion on Section 3 -14? <br />Let's move on to Section 3 -15, the General Plan. Any discussion? <br />MR. NAHALE -A: Yes, Mr. Chair. It is obviously one of the more important sections of the <br />Charter, and how it's implemented has major impact in the County. I'm curious, since no <br />one is here is the assumption that it is working fine and there are no issues or concerns? Last <br />meeting the issue we brought up was that as we are going through these, section by section, <br />we were hoping our County officials would come and let us know, right now; if there's an <br />issue with the General Plan we wanted to know at this agenda. <br />CHR. HAITSUKA: Mr. Hookano, I believe that notice was sent out to all department heads. <br />Is that correct? <br />MR. HOOKANO: Yes, the memo was sent out letting the department heads know the <br />schedule of the Charter Commission, on when they will be covering the articles of the <br />Charter. With this General Plan section, it falls under the Legislative Branch, Article III. We <br />have Kenneth Goodenow here, the County Clerk, which is kind of his section. <br />CHR. HAITSUKA: Mr. Goodenow. <br />MR. GOODENOW: Ken Goodenow, again. I can comment as to how the process works, <br />but of course, as to policy questions, that's best left to the Planning Department and other <br />departments. The way it works now, I don't see any problem with the way it works. <br />Basically it follows in the - - -in the State law it says that zoning has to be done in compliance <br />with a long range plan. So, even if it weren't in our Charter, we would have to do it. The <br />General Plan has been adopted. The only way you can amend the General Plan -- -those <br />provisions are all in the General Plan. It's kind of a self contained document. There maybe <br />have been complaints - - -I have the Code back there, I can tell you exactly. For instance, <br />when the Council initiates an idea, it gets referred to the Planning Commission. They review <br />it and they have so many days to get back to the Planning Director. Then the Planning <br />Director makes recommendations to the Council. It seems to be a pretty comprehensive <br />system, but the policy questions are best left to the Planning Director. As far as the Clerk, it <br />seems simple to execute; it's a clear process. <br />MS. JARMAN: Mr. Chair. <br />CHR. HAITSUKA: Yes, Ms. Jarman. <br />MS. JARMAN: Since the Planning Director probably spends more time with the General <br />Plan than anybody else in the County, she may not have thought about it being in this <br />section. Maybe that's the reason she's not here. So, maybe we can schedule this -- -when are <br />we doing the Planning Department? Oh, it's today. Do we know if anyone from Planning <br />D <br />
