MS. NAKAMOTO: Let me give you a little bit more information. In the 2008 general <br />election, there were 67,258 votes cast. So, for the recall it would be - -- <br />MS. OSBORNE: That's how many people voted? <br />MS. NAKAMOTO: The registered voter is closer to 100,000. <br />MS. JARMAN: So 25 percent then is like 25,000. That's a lot of signatures. I have mixed <br />feelings. In some ways recall ought to be a difficult thing to do, and on the other hand <br />25,000 is a lot of signatures. <br />MS. OSBORNE: Actually that's about half of the number of people who turn out to vote. <br />MS. JARMAN: That's right. <br />MS. KAWAUCHI: The question that I had was, what is the basis for establishing the <br />number. I don't know what the idea is behind 15 percent versus 25 percent. What is that tied <br />to? That's the question that I have, I don't know the answer to that. The number of persons <br />who are registered to vote or qualified to vote will also vary. The number seems more tied to <br />the percentage of voters. What is the basis for the number? <br />MS. JARMAN: I suspect it is really arbitrary. I was just trying to think how difficult or how <br />easy do we, as a matter of policy, want the citizens to be able to recall an elected official. <br />MR. SHUMWAY: Mr. Chairman, I have a question. I don't know if Mr. Hookano would <br />know what the other Counties do with regards to this. <br />MR. HOOKANO: I don't have that information off hand at this time. I could check it out, if <br />you would like. <br />MR. SHUMWAY: If we are going to change the number, I would like to have something to <br />compare it with, some sort of basis to do that on. I agree that it seems like a lot, especially <br />given the number of people who actually vote. Rather than arbitrarily picking out a number, <br />it would be nice to compare it to something. So, if possible, I would like to ask Mr. Hookano <br />to do that. <br />CHR. HAITSUKA: Mr. Hookano, can you check into what the other counties do as far as <br />the percentage required. <br />MR. HOOKANO: Mr. Chair, would you need those numbers right away? <br />CHR. HAITSUKA: Do we want to discuss that at the next meeting? <br />MR. SHUMWAY: How hard is it? <br />MR.
