MS. JARMAN: It looks like she is coming back, so if we could wait for her to come back. <br />CHR. HAITSUKA: The August 18, 2009 meeting is going to be held in Kona next week, <br />Tuesday. Is that right? <br />MR. HOOKANO: Yes, it will be held in Kona. It's actually for Council's Committee on <br />Finance. It was placed on their agenda. <br />MS. JARMAN: So, it's already on their agenda. <br />MR. HOOKANO: Yes, it's on their agenda already. <br />(At this time Brenda Ford addressed members of the Charter Commission by videoconference form <br />the Kona County Council Office.) <br />MS. FORD: Aloha, thank you. <br />MS. JARMAN: Hi Ms. Ford, this is Casey. <br />MS. FORD: Hi Casey. <br />MS. JARMAN: I wanted to clarify your request for the presentation on amending the <br />Charter. Did you want a presentation on the Charter Commission's procedures that they <br />follow, or the procedures followed no matter how it is being implemented, whether it's from <br />the Council, an individual, or the Charter Commission? <br />MS. FORD: Just for the Charter Commission. I believe there is some confusion on the part <br />of Council members, myself included, on whether or not the Charter Commission can - -for <br />lack of a better word - -force an amendment on to the ballot if the Council members vote <br />against it. We need some clarification on that, and on the timing, because we will be doing <br />Charter amendments on our own and they may not be identical to what you do. Hopefully, <br />we would be able to get Charter amendments passed through the Council on our own. If we <br />can't, my question would be; can the Charter Commission do their own amendments, and can <br />they put them on the ballot even if the Council doesn't agree with them? I understand how a <br />Charter amendment goes through the Council; it's initiated by a Council member, but it's the <br />Charter Commission amendments that are causing confusion. <br />MS. JARMAN: Thank you. <br />CHR. HAITSUKA: Thank you, Ms. Ford. I am going to recommend that our Commission <br />Attorney, Levi Hookano, attend the meeting and brief the Finance Committee. <br />MR. HOOKANO: I'll actually be at that meeting anyways, if it's the Commission's <br />decision. <br />0 <br />
