MR. HOOKANO: There may be some requirements, but it might be in the County Code. <br />The County Code kind of expands on the requirements here in the County Charter. <br />CHR. HAITSUKA: So, there might be requirements in the County Code that are not stated <br />here. <br />MR. HOOKANO: Yes, because the Code of Ethics in the Charter, basically it also says that <br />they should enact a Code of Ethics by ordinance. So, there is a section in the County Code <br />that kind of expands on all of these things. I'm sorry, I don't have a copy of the County <br />Code with me right now. <br />CHR. HAITSUKA: I think you gave us a copy in the beginning. Or, maybe just me, I didn't <br />read it. Mr. Hookano, do you know, in the Code of Ethics, is there any requirement where a <br />member of a board or a commission has to abstain from participating in any discussion or <br />vote on any matter in which they may have a conflict? <br />MR. HOOKANO: I can't think of any specific requirement off the top of my head. I know <br />they have to disclose it, especially if it will affect their impartiality on a matter. But, as for <br />abstaining, I can't say off the top of my head, yes or no, with a definitive statement. <br />MS. JARMAN: Mr. Chair, I don't think so. If I recall, wasn't that an issue when they were <br />passing their rules, to decide whether or not they would have to recuse themselves from <br />voting and or discussing a matter? <br />MR. HOOKANO: Within the County Council rules, it says they are not to participate in the <br />debate or vote on the matter. But, that's in the Council's rules, not in the Code. <br />MS. JARMAN: I don't think it is in the Code. <br />CHR. HAITSUKA: I think it's a good idea, but I don't know if it is more appropriate in the <br />Code or in the Charter. Is there any further discussion on this particular section? Is there any <br />discussion on Section 14 -4? Is there any discussion on Section 14 -5? Is there any discussion <br />on Section 14 -6? Let's move on to Article XV. <br />ARTICLE XV CHARTER AMENDMENT OR REVISION <br />CHR. HAITSUKA: Is there any discussion on Section 15 -1? <br />MR. UNGER: I have a question. How often, like in the last year, does anyone know how <br />often either (a) or (b) has taken place? <br />CHR. HAITSUKA: Mr. Hookano? <br />MR.
