MS. OSBORNE: I have a question. I'm just wondering, when you say you support having <br />development approvals approved by the community development plan action committees, <br />can you clarify that; I'm just concerned about the already slow process, and that these people <br />don't necessarily have any expertise in this area. So, on what basis do you -- -could you <br />elaborate on that a little bit more? <br />MS. HARDEN: I would think that the people right in the community would have better, <br />closer knowledge of what is happening. The Council has some idea, but I think the people <br />right there in the community - - -I think it's important to hear their voice too. I won't pretend <br />that I'm super - familiar with the subject, but that's my opinion. <br />MS. KAWAUCHI: Question, Mr. Chair. <br />CHR. HAITSUKA: Ms. Kawauchi. <br />MS. KAWAUCHI: The question concerns your support of amendments relating to four -year <br />council terms. So, your testimony right now, is that you support four -year council terms, but <br />only if you have strong recall and impeachment provisions. So there is a chance that one or <br />none of the proposed amendments that are on the table right now may be passed. You could <br />get four -year council terms, but maybe some of the amendments related to recall and <br />impeachment might not pass. So, would your testimony be different if the voters pass four - <br />year council terms but not the amendments that are being proposed right now. <br />MS. HARDEN: Well, I guess you might put that all in one amendment; the four -year and <br />the recall /impeachment could go all in one amendment. <br />MS. KAWAUCHI: Okay, I was just wondering. Thanks. <br />CHR. HAITSUKA: Thank you, Ms. Harden. Next we have Mr. Tim Reese. <br />TIM REES <br />(At this time Tim Rees came forward to address members of the Charter Commission.) <br />MR. BEES: Aloha, thank you all for your work. The first thing I wanted to speak on was <br />Communication 79; and I thank you, Chairman Haitsuka, for bringing this forward. I <br />certainly would hope that this Commission really looks at having more meetings, and if <br />anything, my testimony on these items here today might show how hard it is for a member of <br />the public to try to keep track of all this business you folks have been dealing with. Of <br />course, you have met the minimum requirements; but as your memo stated, I think that was <br />for Charter Amendments CA -1 through CA -9, where you have met the minimum. I also <br />encourage the Commission to be very conservative that - -I guess I'm a constitutional <br />conservative when it comes to that. We've got a pretty good document. I don't know that so <br />many things even needs changing, even if it looks like they should be changed at this time, or <br />they could be fine tuned. I look in favor of changing a lot of things by the County Code <br />process, and not doing so much to our Charter. I do acknowledge that there are many areas <br />that could be improved though.
