Our support, all of our membership including the <br />subdivisions, are here to tell you that we think the fully restored 2% figure should be <br />applied and should be put to the voters for a fair vote in the election on this subject. <br />CHR. HAITSUKA: Thank you. Next is Ms. Kahn - Langer. Good afternoon. <br />BARBARA KAHN - LANGER <br />(At this time Barbara Kahn - Langer came forward to address members of the Charter Commission.) <br />MS. KAHN- LANGER: Aloha members of the Commission, thank you for the work that <br />you do. I have just a very brief comment. On item number CA -7, I support that. On item <br />CA -9, I support that. On CA -12, I support that as well. On item CA -14, I support the <br />language that would change this item to read, "For the purpose of auditing the county <br />council or the corporation council, the legislative auditor shall have the authority to retain <br />independent legal counsel." I think that is a very important provision and I urge you to <br />adopt that amendment. On CA -15, the Land Fund, I was going to testify from just myself, <br />but today I got a call from my youngest daughter, who has a home in Kona. She and her <br />husband fully intend to move back and live on the island. All of her children, my <br />grandchildren, are Hawaii born, and she was in tears. She said, "Mom there are so many <br />of us who are out in the Seattle area because we cannot find employment in Hawaii. We <br />had to go and find employment in other places. We are coming back and mom, please tell <br />people, we need the land by the ocean, we need those sacred places, please don't just let <br />people come in on a wholesale basis and tear it up like California has been torn up and <br />other places. Please, mom, for our family and our friend's families, please ask that they <br />reinstate the 2 %. That is my testimony at this time. Thank you very much. <br />CHR. HAITSUKA: Thank you. Next we have Patrick Kawaiola' a. Good afternoon, sir. <br />PATRICK KAWAIOLA'A <br />(At this time Patrick Kawaiola' a came forward to address members of the Charter Commission.) <br />MR. KAWAIOLA'A: Good afternoon Mr. Chair and members of the Commission. I <br />think you have my written testimony. I would like to thank Karen for allowing me to <br />bring that in. You know, I didn't make the deadline, you know Hawaiians don't read the <br />back of the agenda for deadlines. I was supposed to have it here yesterday, but you have <br />that written testimony so I would just like to reiterate some of the things that are <br />mentioned in it. I was here when the Commission started, I asked the question, maybe <br />the Commission thought I just asked the question; but I believe that the body that is here, <br />your job is to do your due diligence and amendments that are brought to you. Looking in <br />the Charter, which I have here, in Article XV it tells me there are two ways I can have a <br />revision done to the Charter. One is by ordinance by the Council, the other is by petition <br />presented to the Council; notwithstanding, if I cannot get anyone in the Commission to <br />address what I have raised, then I will move to the next process to do that. <br />I would just want all of you that are here, to understand that in this Charter that you are <br />trying to revise, in the preamble it says, "We, the people of the County of Hawaii, in the <br />15 <br />
