sufficient to provide some leverage to provide some leverage needed for seeking <br />matching funds and private and public grants. To have that consistency, if you have it in <br />the Charter, you will be able to seek those funds. Without it being in the Charter, there is <br />no ability for any outside third party to believe; it may not be there next month. <br />Lastly, I just want to say how important it is, a public initiative, something that is geared <br />towards the future of this island to have in the Charter, and I hope you will support it. <br />Thank you, very much. <br />CHR. Yes, we have three testifiers here today. Our first testifier <br />is Marian Wilkins to speak in support of CA -15 and CA -16, representing herself. <br />CHR. HAITSUKA: Thank you. <br />MARIAN WILKINS <br />(At this time Marian Wilkins, came forward to address members of the Charter Commission.) <br />MS. WILKINS: Good afternoon Chairman and members of the Commission. As Helen <br />Hemmes said, who testified for the League of Women Voters, from the Hilo office, I am <br />here just in case someone would like to ask any questions; and I hope that I can answer <br />them. That would be CA -16. We hope that you will pass that. We have worked on the <br />initiative and referendum part for over a year to get the wording right; and we think that <br />the wording we have in here is appropriate for a petition for the charter revision also. <br />I do want to add, on my own, that I support the 2% land fund. I hope that we can get that <br />in there. It looks as though the Kona coast will be losing the state conservation land of <br />`O'oma very soon; it is already in private hands.
