411 Proposal "3" also sets minimum qualifications for the chief <br /> of police: five years of training and experience in law <br /> enforcement, including three years of administration. <br /> Under Proposal "3, " if the police commission wanted to <br /> remove the chief of police, the chief would have to be given a <br /> statement of reasons and an opportunity to respond at a hearing <br /> before the police commission. The mayor could submit <br /> amendments to the budgets to the council within ten days of the <br /> close of the legislative session, but no later than May 5.
