Five of the seven members will be elected by the voters of their respective districts— <br /> BRANCH one shall be a resident of the First State Representative District which encompasses Ka'u, Puna, and a <br /> portion of South Hilo, the boundary being Haihai Street. Two councilmen must reside in the Second <br /> COUNTY State Representative District which begins at Haihai Street and continues to Wainaku, more specifically <br /> COUNCIL Kapue Stream. One councilman shall reside in the Third State Representative- District begins <br /> north of Kapue Stream and includes North Hilo, Hamakua, and North Kohala.
