• <br /> subdivision and zoning ordinances where, due to special conditions, a literal <br /> enforcement of the provisions of the ordinances will result in unnecessary hardship and <br /> the granting of the variances or other exceptions will not be contrary to the public <br /> interest. <br /> (h) Hold public hearings whenever necessary and in every case prior to the granting <br /> of any rezoning request, variance, special exception, or other related applications. <br /> Notice of the time and place of the hearing shall be published at least ten days prior to <br /> such hearing in a daily newspaper of general circulation in the county. <br /> CHAPTER 5 <br /> DEPARTMENT OF' RESEARCH AND DEVELOPMENT <br /> Section 5-5.1. Organization. There shall be a department of research and <br /> development consisting of a director and the necessary staff. <br /> Section 5-5.2.Director.The director of research and development shall be appointed <br /> by the mayor, confirmed by the council and may be removed by the mayor. <br /> Section 5-5.3. Powers, Duties and Functions. The director of research and <br /> development shall: <br /> (a) Collect and develop data necessary for managerial and legislative decision- <br /> making, and program and policy-making. <br /> (b) Provide staff leadership for public and private development programs, <br /> enterprises and plans, including P g <br /> economic social and cultural proposals, which <br /> enhance improvement of the county community. <br /> (c) Coordinate informational and regulatory knowledge of all federal and state <br /> grant-in-aid participation programs which affect the county. <br /> CHAPTER 6 <br /> MISCELLANEOUS <br /> Section 5-6.1.Clerical Pool.There may be a clerical pool consisting of such positions <br /> as the mayor may recommend and for which appropriations have been made by the <br /> council. The purpose of such pool shall be to provide periodic staff assistance to the <br /> various agencies of the county when necessitated by heavy workloads.The clerical pool <br /> shall be attached to the mayor's office for purposes of administration,assignment and <br /> coordination but the personnel of the clerical pool shall be subject to the civil service <br /> laws of the state. <br /> Section 5-6.2.Safety Coordinator.There shall be a safety coordinator who shall be <br /> appointed by the mayor and may be removed by the mayor.The safety coordinator shall: <br /> (a) Inspect county-owned or controlled equipment, buildings and facilities. <br /> (b) Review operating practices of the various county agencies. <br /> (c) Investigate accidents involving county personnel, equipment, buildings and <br /> facilities. <br /> (d) Make recommendations for prevention and reduction of industrial accidents. <br /> (e) Review, process and maintain workmen's compensation records for the county. <br /> • (f) Perform such other duties as may be requested by the mayor. <br /> Section 5-6.3. Board of Appeals. The board of appeals shall consist of seven <br /> members who shall be appointed by the mayor and confirmed-by the council in the <br /> manner prescribed in Section 13-4. The board shall hear and determine all appeals <br /> from the actions of the planning director and planning commission. In addition, the <br /> board shall hear and determine appeals from the actions of the chief engineer or his <br /> staff regarding the enforcement of the building, plumbing, and electrical code and <br /> laws. <br /> • <br /> All hearings shall be conducted according to the State Administrative Procedures <br /> Act. Whenever possible, persons with a background or expertise in broad arias of <br /> planning and construction shall be given preference for appointment to the board, <br /> although such background or expertise is not-a prerequisite for membership. <br /> 11 <br />
