ea <br /> CHAPTER 4 <br /> FIRE DEPARTMENT <br /> Section 6-4.1. Organization. There shall be a fire department consisting of a fire <br /> chief and the necessary staff. <br /> Section 6-4.2. Fire Chief.The fire chief shall be appointed by the mayor,confirmed <br /> by the council and may be removed by the mayor. <br /> Section 6-4.3. Powers, Duties and Functions. The powers, duties and functions of <br /> the fire department shall be prescribed by ordinance and shall be exercised and <br /> performed by the department. <br /> ARTICLE VII <br /> EXECUTIVE I3RANCH—DEPARTMENTS OR <br /> AGENCIES UNDER COMMISSIONS <br /> CHAPTER 1 <br /> DEPARTMENT OF CIVIL SERVICE <br /> Section 7-1.1. Organization.There shall be a department of civil service consisting <br /> of a director, a civil service commission and the necessary staff. <br /> Section 7-1.2.Civil Service Commission.The civil service commission shall consist <br /> of seven members who shall be appointed by the mayor and confirmed by the council in <br /> the manner prescribed in Section 13-4. Commission membership shall be representa- <br /> tive of the community and of the county geographical areas of Puna, Ka'u,•Kona, <br /> Kohala, Hamakua,and Hilo and the members shall all be in sympathy with and believe <br /> in the principles of the merit system in public employment. <br /> P, Section 7-1.3. Director. The director of civil service shall be appointed by the civil <br /> service commission and may be removed by the commission. <br /> Section 7-1.4. Powers, Duties and Functions.The director of civil service shall be <br /> responsible for the personnel management program of the county with two distinct <br /> categories of duties. The major duties shall be in the areas of equal employment <br /> opportunities, personnel development, personnel deployment, personnel relations and <br /> personnel welfare. The secondary duties of the director shall be the administration of <br /> the civil service system and the maintenance of the aims and mechanics prescribed by <br /> statute.The director shall be the administrative head of the department of civil service <br /> and shall be responsible for the proper conduct of all the administrative affairs of the <br /> department and for the execution of the personnel program prescribed by this charter, <br /> ordinances,laws and regulations.The civil service commission shall function according <br /> to statute. The director shall provide technical and clerical staff services to the <br /> commission. <br /> Section 7-1.5. Position Classification Plan; Compensation. Except as otherwise <br /> provided by law or this charter, all positions in the service of the county shall be <br /> classified within a position classification plan, and all persons holding such positions <br /> shall be compensated as provided by the compensation law of the state. <br /> Section 7-1.6. Administrative Supervision. The department of civil service shall <br /> come under the general supervision and control of the mayor. <br /> CHAPTER 2 <br /> POLICE DEPARTMENT <br /> Section 7-2.1. Organization. There shall be a police department consisting of a <br /> police commission, a chief of police and the necessary staff. <br /> Section 7-2.2. Police Commission. The police commission shall consist of seven <br /> members,two of whom shall be residents of thecombined districts of North and South <br /> Hilo,one from the district of Puna,one from the district of Ka'u,one from the combined <br /> districts of North and South Kona,one from the combined districts of North and South <br /> Kohala and one from the district of Hamakua.The members shall be appointed by the <br /> mayor and confirmed by the council in the manner prescribed in Section 13-4. <br /> 13 <br />
