OFFICERS <br /> • <br /> The officers of the Commission shall consist of <br /> • <br /> a Chairman and a Vice-Chairman to be elected <br /> from among the membership of the Commission. <br /> • <br /> II. DUTIES AND POWERS OF. THE CHAIRMAN <br /> A. To preside at each meeting of the Commission. <br /> B. To preside at all public hearings. <br /> C. When necessary or required, to sign and <br /> certify to all official acts of the <br /> • Commission and all vouchers, purchase orders, <br /> etc. , for payment of expenditures of the <br /> Commission. <br /> D. To appoint staff members, committees and <br /> • consultants when authorized by the <br /> Commission, in accordance with applicable <br /> ' laws. <br /> E. All official information shall be released • <br /> through the Chairman of the Charter <br /> Commission. <br /> • <br /> .... III. • DUTIES AND POWERS OF VICE-CHAIRP4AN <br /> The Vice-Chairman shall exercise and perform the <br /> duties of the Chairman in the absence or • <br /> • <br /> inability of the Chairman to act. <br /> IV. MEETINGS <br /> A. The place of the meetings shall be in the <br /> • Councilroom, Hawaii County Building, or <br /> such other public place as the Commission <br /> may, designate. <br /> B. Special meetings may be called by the <br /> • Chairman or by a majority of the Commission, <br /> in accordance with applicable laws. <br /> . C. General or regular meetings will be held on <br /> Tuesdays at 3:30 p.m. unless otherwise <br /> specified. <br /> D.
