9 ♦ %,u <br /> Akira Omonaka presented to the commission members copies of <br /> various charters of other counties which were used as sample <br /> documents by the Charter Commission of 1979. Chairman Bethea <br /> directed Karolyn Nagao to make copies for each member to be <br /> used as part of the information gathering process. He also <br /> suggested that the commission invite the previous Managing <br /> Director to the next meeting to give the commission an <br /> overview of how a charter works and how it is made. Sherwood <br /> Greenwell suggested that they ask the attorney who was hired <br /> by the 1979 Charter Commission to come and speak to them. <br /> Compensation was discussed, but it was decided that the <br /> person they ask will probably come as a part of his civic <br /> duty. Steve Bess was suggested by Pete L'Orange as a <br /> possible speaker. <br /> It was decided that the next meeting would be a basic <br /> information meeting for the commission members. Public <br /> testimony will not be taken at this meeting. The status of <br /> the County Charter as a legal document will be discussed. <br /> Susan Labrenz suggested that the commission establish a <br /> contact person and telephone number so that calls coming in <br /> from the public will not interefere with the administrative <br /> staff in the Mayor's Office. It was decided to have all <br /> calls directed to Karolyn Nagao at 961-8211 for now until the <br /> commission hires a secretary. <br /> Jim Juvik asked if copies of the County Charter were <br /> available to hand out to the public. He was told that copies <br /> of the charter are available through the Office of the County <br /> Clerk for a fee. Copies are available to the commission <br /> members at no charge. <br /> There was a question as to whether commission members are <br /> required to submit financial disclosures. Fred Giannini <br /> stated that Section 2-91.1 of the Hawaii County Code, <br /> Financial Disclosures and Disclosures of Interest says that <br /> "agency" means any office, department board, commission, or <br /> other governmental unit of the executive or legislative <br /> branches of the County, but does not include subdivisions or <br /> departments; specifically whether this is a division--it says <br /> commission, but there is a question as to whether that means <br /> only commissions or governmental units and it appears that it <br /> is any commission and this is a commission. <br /> ADJOURNMENT: Meeting was adjourned at 3:35 p.m. <br /> RESPECTFULLY SUBMITTED: <br /> KAROLYN NAGAO, RECORDING CRETARY PRO TEM 23 <br />
