under the charter it must be done at the request of the <br /> S person rather than the council or the board. That sort of <br /> situation I really cannot see except for maybe in the <br /> situation in which you are hiring staff or something that any <br /> sort of question like that would come up with relation to <br /> this Charter Commission. The other thing that is mentioned <br /> in the county charter is the giving of examinations, again <br /> something that's not going to come up, or formulating of <br /> examinations that's not going to come up with this <br /> commission. So therefore what you have under the county <br /> charter is that anytime any meeting that you hold must be <br /> open to the public. Anytime that you receive testimony <br /> anytime you deliberate, discuss amendments as a quorum, that <br /> must be open to the public. There is one other thing. I <br /> forgot to note it specifically in here but there is a section <br /> in this law in which it says it which there is a section on <br /> casual meetings. <br /> ROBERT BETHEA: Is that casual meetings among commission <br /> members? <br /> FRED GIANNINI: Yes, that would be casual meetings among <br /> commission members. (pause) Oh, a chance meeting. A "chance <br /> meeting" means a social or informal assemblage of two or more <br /> members at which matters relating to official business are <br /> not discussed. Any sort of chance meeting--if you have a <br /> chance meeting between a few of you say outside it would be <br /> wise to not discuss official business you know the things <br /> about when the meeting is gonna be held, where it's gonna be <br /> held, how you're gonna get to the meeting things like that <br /> are okay but to discuss the substantive aspects of whether <br /> you think these things have merit or not it probably would <br /> not be good to discuss those, it would not be proper to <br /> discuss those.
