One <br /> of them, for example, in the Planning Commission, they use <br /> language, they shall be representative of the community and of <br /> County geographical areas. And then they will mention that. . .in <br /> other things. . .in other commissions , for example , the Police <br /> Commission, they require residence of the combined districts of <br /> North and South Kona and they go specifically by districts. So <br /> they say, you can have one from the combined district of this and <br /> that, and with respect to some other commissions , they use <br /> language, shall be representative of the community and of the <br /> County geographical areas. So there are two different <br /> qualifications. Does. . .if you know, and it may never have come <br /> up , so I ' m not surprised if you don' t. Does this mean, without <br /> saying it , that some of them you can have at-large people? Is <br /> that what they mean by representative of community? Rules and regs or their authority would <br /> pertain to certain geographical areas of the County, then you ' d <br /> have the district member. Whereas if, like the. . .if it just <br /> pertains to the County in general without pertaining, and you <br /> don ' t need district input, then it would be. . . represent the County <br /> community at-large. <br /> BETHEA : Well, what I 'm saying, let me ask it this way : Is <br /> there any ordinance. . .does this document as a legal document speak <br /> for itself? <br /> IBARRA: Yes . <br /> BETHEA : Or is. . .does the Council have the right by <br /> ordinance to give meaning to this thing? <br /> IBARRA : No. <br /> 43 <br />
