IBARRA: May. This is 10-3. Okay , it ' s 10-2, within ten <br /> working days after the state Legislature , but not later than May <br /> 1st of each year, the mayor shall submit to the County <br /> Council. . . so, May 1st , not later than May 1st , the mayor submits <br /> the budget to the County Council. And the Council has up to June <br /> 30th to adopt it. . .to pass it. If not , the budget submitted by <br /> the mayor is deemed the budget. So we have May and really June , <br /> two months. Certainly , the argument again. . .the pros and cons, <br /> okay , is. . .the reason that the ten days after the close of the <br /> state Legislature , but not later than May 1st of each year was <br /> designated was because the state Legislature , I say generally , I <br /> hope it ' s generally , gives the counties grants-in-aid. And so <br /> when that comes out after the Legislature , that is generally <br /> incorporated into the administration ' s budget , as far as having a <br /> balanced budget submitted to the Council. <br /> The argument against that is certainly well , let ' s leave <br /> that open and see what we get from the state , and the Council <br /> would then plug it in. So. . . <br /> NISHIKAWA : What if we move the fiscal area. Rather than <br /> starting in July , maybe in August? <br /> IBARRA : Okay . I think if you do that, for general <br /> accounting purposes , either you gonna. . .general accounting <br /> purposes , your fiscal either go on calendar year or fiscal year, <br /> which is July 1st , or the federal fiscal year, which is October? <br /> And, you know, that ' s really a policy decision. <br /> GREENWELL: Might be. . .mightn' t this fiscal year be set by <br /> statute? <br /> IBARRA : I don ' t think. . .I think as far as the Charter, as <br /> far as budget submission. . . <br /> GREENWELL : Oh, (inaudible) . <br /> IBARRA: . . .it ' s entirely left to the. . . <br /> GREENWELL : (Inaudible) County. <br /> IBARRA: . . .yes , the Charter Commission. <br /> GREENWELL : Yeah. <br /> BETHEA : I don ' t know whether there is a legal prohibition <br /> against having any other fiscal year, like you suggested , may be <br /> possible. Like for organizations that aren ' t subject to federal <br /> tax laws. Well, even though, you can have any fiscal year that <br /> you want. <br /> IBARRA : You might ask your finance directors, because there <br /> might be some accounting problems as far as closing of the books <br /> and paying of the bills for the fiscal year.
