IBARRA: I think , certainly , in my experience of course , I <br /> wasn ' t in the Board of Supervisors, but I think this form of <br /> government is adequate. Certainly , it ' s not the. . .without loop <br /> holes or ambiguity. I would think that , and I firmly believe as a <br /> lawyer, that one should not change the laws , but should let the <br /> law work and just amend the area in which there are gray areas or <br /> ambiguities. <br /> Certainly, our Charter form of government , the mayor-Council <br /> form of government , is not that old. And I don' t think we ' ve <br /> given it enough time to work yet, as far as working out the bugs. <br /> If we are going to change the structure every time there ' s a <br /> little disagreement between the two branches of government, we may <br /> be changing every ten years. I remember when Dr. Markey came and <br /> spoke about the city manager form of government , and Mrs. Hale was <br /> advocating for the mayoral type of government while she was the <br /> Board of Superv. . . I think should be. . .you said you told the department <br /> heads at one point that they had to give the Council all the <br /> information. That has been one of the problems. Because that <br /> information has not been coming to the Council.
