But there is a mechanism <br /> where it can be prevented and at least resolved. <br /> The third line , department agencies authorized by County <br /> Code and state statutes. So these are the enabling acts for these <br /> agencies are. . .by either ordinance, like Office of the Aging , or <br /> by state statute. Okay. And. . . <br /> BETHEA: The . . .by ordinance , the County can. . . <br /> IBARRA : Create a. . . <br /> BETHEA: . . .create an agency . <br /> IBARRA : Yes, create an agency. And Mass Transit is responsible for providing mass transit <br /> to the community. Housing provides affordable housing. And Civil <br /> Defense , certainly, you understand that . And Aging provides for <br /> aging programs. <br /> L 'ORANGE : Where does the County Housing agency come in in <br /> their responsibility for housing and development? <br /> IBARRA : Where? <br /> L'ORANGE : Yeah. I mean, you consider the Housing <br /> Department. . .Housing under the mayor, but you 're. . .there ' s also <br /> the County Housing Agency which is the County Council, do they. . . <br /> IBARRA : Yes. <br /> L 'ORANGE : Correct? <br /> IBARRA : Yes. You would have then a line just <br /> like. . .because they 're the policymakers again. The Housing which <br /> is, again, created by ordinance , certainly are the policymakers as <br /> far as Housing in the County of Hawaii and the Housing Agency , <br /> which is the Housing Committee, I call Housing, is the agency that <br /> carries out and implements the policies that are set by the <br /> Housing Agency, which is comprised of the Council.
