The thing that confused me is that this sets out . . . the purpose of 6-2.2 is to set out how the chief engineer is appointed by the mayor and he ' s confirmed by the Council. And he can be removed by the mayor. It also requires that he be a profes- sional engineer. Now unless you' re going to recommend that there be a deputy position created by Charter, I think it ' s now handled vis-a-vis the salary ordinance and perhaps other ordinances that create positions .
