We led an effort two sessions <br /> ago at the Legislatureto change the amount of the $4,000 <br /> maximum up to $10,000. And being unable to get it through <br /> as a blanket overall for all operations, we ares . .restricted <br /> that t o just sewer facilities and heavy equipment main- <br /> tenance, that we were able to get that adopted through the <br /> Legislature. But that $4,000 has been there since. . . <br /> DUNCAN:: 1955 . <br /> ONO : . . .1955 , and I think it ' s . . .do.11ar value today, <br /> inflated, would be something like $29,000, so what ' s it ' s <br /> done is it 'has not created the effectiveness nor the <br /> efficiency in government that we need to get some things <br /> done. <br /> DUNCAN: In this particular case, what would you <br /> recommend that the range is? if we were to change this <br /> County Charter? <br /> ONO: What I would recommend is following the state <br /> statute, because we see a move in the state statute now <br /> to amend those amounts. And what was started two years <br /> ago with raising it to $10,000 is now being expanded into <br /> many, many areas; and I understand there ' s some bills going <br /> in now that will probably raise it even further. <br /> BETHEA: If I could ask a follow-up to that last ques- <br /> tion, you said follow state statute. Now the general rule <br /> is that a state statute, a general application, supersedes <br /> a Charter provision.
