Since he' s new on the <br /> job, he may not fully appreciate. . . . <br /> GREENWELL: I think it ' s varied through the years <br /> depending on who was the mayor . <br /> BELLO: Well, my past experience what I ' ve observed <br /> on the past administrative. . .administration, I ' ve seen <br /> this happen. <br /> CUSHNIE: Uh-huh. And I wondering if you 'd like to <br /> remove yourself and answer only to a fire commission <br /> similar to the Police Commission? So we don' t need an <br /> answer now, but perhaps later you might have some comment <br /> to make. <br /> DUNCAN: May I just make one comment? I guess that <br /> is an interesting point, but I 'm thinking of the fire we <br /> have, you know, behind Mauna Lani and Puako. It ' d be <br /> under the mayor , there would be tremendous coordination <br /> after the fire that needed the most County agencies , and <br /> it was actually a very good thing to see and how the <br /> administration responded in coordinating the entire staff <br /> along with the fire chief and Civil Defense and everyone. <br /> And Patti Jenkins was (inaudible) Information Officer and <br /> depended. . .all the things were coming in, so there is . . . I <br /> think there is a, you know, an advantage of getting a <br /> directive from the mayor who said what the policy will be <br /> and everyone in administration, all department heads , kind <br /> of fall into step in making sure that a crises is not just <br /> taken from the time a fire starts and the fire ' s out and <br /> the time when people are (inaudible) control, etcetera, <br /> etcetera. And I don ' t know, you know, if it falls under a <br /> commission (inaudible) because, you know, in the past <br /> (inaudible) there was less concern, I had was how does . . . <br /> do you get a department under a commission to follow in <br /> close step with what may become a mayoral directive to set <br /> the policies . You know, whether it ' s affordable housing, <br /> or whether it ' s , you know (inaudible) or whatever . <br /> BETHEA: Just as a comment. Maybe that was one of <br /> the advantages for a strong-mayor system is that would be <br /> department heads being responsible to the strong mayor , <br /> even coordinate these public activities . Oh, I don' t know <br /> how the police responded to that. I think the provision <br /> in the Charter says that the Police Department is subject <br /> to the general supervision, I believe is what it says , the <br /> general supervision and control of the mayor . Now that ' s <br /> . . .yeah, the Police Department shall come under the general <br /> 186 <br />
