This is Mayor <br /> Akana ' s administration and I think the danger is if we did <br /> not have this committee and it was totally up to the Finance <br /> Director to determine the priorities on the computer <br /> department . I think this is what Mr. Greenwell was <br /> referring to. And I think that ' s . . . I mean it ' s really nice <br /> for the Finance Department because we get to have all that <br /> we want . The problem is , nobody else gets their . . . their <br /> jobs done. Right. That ' s an extreme. They do get their <br /> jobs done, but I think there would be better . . .a fairer <br /> allocation of resources by having it under. . .administra- <br /> tively under a different group. <br /> GREENWELL: The department exists but it isn' t been <br /> utilized. There is a section that is . . .a computer section <br /> now, but it isn' t properly. . . it isn' t being properly <br /> utilized. <br /> BETHEA: The computer section is. . . <br /> GREENWELL: What they' re trying to do is make it <br /> necessary. . . be the obligation of each department to utilize <br /> this department . . . this section. It exists now but in the <br /> last administration, it wasn' t utilized. <br /> BETHEA: What was that? <br /> GREENWELL : Why? <br /> BETHEA: I mean, what was it? What section? <br /> GREENWELL: It ' s in the department . . . in the Finance <br /> Department . . . in the depart . . . <br /> MIZUNO: Division. <br /> GREENWELL: . . .division, a computer division. And the <br /> intent originally was that this would be utilized by the <br /> whole County and each County. . .and each department now has <br /> its sort of own little kuliana. They' re not utilizing this <br /> property. <br /> BETHEA: You know, this might be a perfect job for our <br /> committee counsel to explore with the Finance Officer how <br /> this might be spelled out in a Charter if the commission <br /> members agree, because you' re talking about , you know, a <br /> full line department to look into this type of thing and I <br /> think we'd need to see the language on something like that , <br /> so I think we ' d have to have somebody try to run that down. <br /> GREENWELL: I wonder if Mr. Mizuno has any ideas of his <br /> own that he' d like to (inaudible)? <br /> 273 <br />
