POPPE: Lynn, I noticed. . .actually I 'm a little. . . I was <br /> a little surprised in reading what the Charter actually <br /> says. My concept of your department (inaudible) basically <br /> be. . . as I think a lot of people are. I think a. and c. to <br /> me are extremely important , although certainly a. is very <br /> broad , do you see looking toward these directions a little <br /> more. <br /> MAUNAKEA: a. to me has to do with the study, research <br /> function of the department . I think it ' s broad enough. I <br /> think it ' s accurate. I 'm not particularly interested in <br /> changing that particular statement. <br /> POPPE: No, I 'm not . . . I 'm not particularly saying let ' s <br /> change it , but when you link that back in to for instance <br /> your budgets , your goals and everything else. To me, for <br /> instance, one of the things I read in that is develop data <br /> necessary for legislative decision-making. Well then I <br /> could see that Council perhaps might say we have particular <br /> interest in whatever it is , tell us about it . Now when I <br /> look at your budgets and your goals and objectives , <br /> obviously that ' s not something you can really say, well <br /> anticipate, they' re going to ask. And I don' t see anything <br /> you can put towards there, and I can see that that may be a <br /> very useful tool for the Council . <br /> MAUNAKEA: Are you referring to having R&D do the work <br /> itself , that there isn' t money in the budget to have R&D do <br /> that kind of scope of work? I 'm sorry. . . <br /> POPPE: I 'm not sure I 'm going in a particular <br /> direction besides this conceptually. In other words , <br /> "Collect and develop data necessary for. . . legislative <br /> decision-making. " Do you do any of that now? If so , it ' s <br /> not really reflected in these budgets . <br /> MAUNAKEA: Oh, I see. Okay. This allows us the <br /> opportunity to do that if needed. To be able to conduct <br /> such a study for legislative decision-making or managerial <br /> decision-making. For example, if we were asked to study <br /> what the impact would be on the sugar industry closing, we <br /> would have the jurisdiction to go ahead and do that kind of <br /> a study which could then influence legislative decision- <br /> making or policies within the County. <br /> POPPE: And I guess where I 'm going, and the next <br /> question is , and I 'm not aware in one way or the other , it <br /> seems to me this would be a useful tool for the Council <br /> (inaudible) some reason it ' s used or not used. <br /> BETHEA: Excuse me ( inaudible) . <br /> 283 <br />
