BETHEA: Well that ' s (inaudible) . <br /> MAUNAKEA: And you know, it ' s totally by coincidence. <br /> I mean I was literally flipping through the penal code when <br /> I realized that there was supposed to be. . . or at least , set <br /> up in this penal code, there' s an advisory committee to the <br /> Department of Research & Development. And I asked the <br /> people in the department who had been there for a while. . . <br /> GREENWELI: None of them are old enough. <br /> MAUNAKEA: . . .and they've never. . .excuse me? <br /> GREENWELL: Well , this was one of the problems before. <br /> One of the committee appointed. . .and there were never <br /> meetings called. I don' t know. Art Herbst was the <br /> man. . .was the chairman of the committee and he was called <br /> once a year to come in and sign the report. Every. . . there <br /> was nothing happening on (inaudible) . <br /> MAUNAKEA: And it sounded to me like it dissolved <br /> in. . . that was it. <br /> L 'ORANGE: Mr. Chairman? <br /> BETHEA: Yeah. <br /> L'ORANGE: Yeah. I think in this department , we have <br /> to look at its need. . .you need a department like this to <br /> service the mayor. And I think that ' s why it ' s broad and <br /> general. And I think because certain directors have had <br /> problems with the Council or with individuals or with the <br /> community is neither here nor there. I think we have to <br /> leave the department in its broad general status to service <br /> p <br /> the mayor as staff on whatever matters come up to their <br /> report. Like alternate energy, geothermal. I 've sat on <br /> several committees that look at those particular things . <br /> And I think the question is whether there ' s something <br /> that ' s left out that should be spelled out , or we should <br /> just leave it like this and have it as staff for the mayor <br /> to do what he needs to do to help him administer. I think <br /> that ' s what it was put there for. <br /> BETHEA: I think. . .my own feeling is that the depart- <br /> ment has been criticized in part because it lacks form, and <br /> maybe necessarily lacks form. So it doesn' t have a specific <br /> goal that is broad and flexible. And then as . . .because it <br /> lacks form, and doesn' t have necessarily exact missions , <br /> then it ' s easy to take a swipe at it , well , as contrasted <br /> with somebody who has a specific job to do (inaudible) this <br /> people and this people. Things like that. <br /> But as you suggest , maybe you need a department that <br /> has rather a broad range kind of operating authority so that <br /> 289 <br />
