INOUYE: May I? <br /> BETHEA: Yes , please do. <br /> JACOBS: Could you please come up when you do it though? <br /> INOUYE: Okay. It ' s just . . . I. . . that ' s fine. I just <br /> wanted to share something since I chaired the Economic <br /> Development Committee for the last four years. And I did <br /> research the activities and the initial inception of the <br /> department ; and that ' s what I was trying to tell you <br /> earlier. <br /> That I went back to the minutes of the Charter review <br /> and the conflict is that the Charter requires that R&D is <br /> advised by an advisory body. And that ' s where the problems <br /> that I had in looking at the County Code and what the <br /> department was like. And I believe Mr. Herkes and I . . . our <br /> feelings were the same. And that ' s what we couldn' t grasp <br /> what R&D was doing, but we thought somehow, because it was <br /> under the mayor, I like that suggestion by the way about it <br /> being under the mayor, because it seems like the function is <br /> according to. . . but. . .and the creation of the department is <br /> only such that it was created not out with County funds, the <br /> creation was through a state grant for an economic activity <br /> at its inception. And thereafter , it was the <br /> administrations that came later that created this division. <br /> And so that ' s what we couldn' t understand, you know, there <br /> was a definite conflict . Because the County Code. . .and what <br /> we were trying to do. . .my recommendations was that we go <br /> back to the County Code and also set up a special community <br /> advisory group to ref. . . to make the. . . to guide the <br /> department , the director, in looking at. . .and my concern at <br /> that time was looking at economic activities; i. e. energy, <br /> agriculture, looking at all of those different components. <br /> And where the advisory body was supposed to be a <br /> representation of the different comm. . . the sector of the <br /> community, somebody, the Chamber for instance, or <br /> agriculture (inaudible) . . .agriculture should be represented <br /> in the business community. And all the different <br /> professions. And they would guide the department with the <br /> funds that the state had appropriated to look at these <br /> different activities. And so that ' s . . .henceforth, you know, <br /> it came. . . <br /> BETHEA: Now that ' s all disappeared now, because it ' s <br /> funded out of County funds . . . <br /> INOUYE: Entirely. Actually. . . <br /> BETHEA: . . . to a large degree. <br /> INOUYE: So what happened was the state fundings was <br /> pau. There was no more of it. And so then the <br /> 297 <br />
