LUKE: In these specific instances , the state law <br /> says that yes, all secretaries , all deputies and all <br /> directors can be exempt from civil service. It also says <br /> that directors and deputies don' t have to be classified <br /> by civil service. But secretaries do. This says that <br /> secretaries don' t have to be classified by civil <br /> service. And it ' s in conflict; and the state law <br /> prevails. So I 'm saying. . . <br /> L'ORANGE: So you' re asksng us to make it comply <br /> with state law? <br /> LUKE: Yes. <br /> L'ORANGE: Okay, that should. . . I don' t like your <br /> language. I mean, it ' s just the personal . . . <br /> LUKE: I . . . <br /> L'ORANGE: . . . semantics (inaudible) . <br /> LUKE: I 'm not the (inaudible) . <br /> BETHEA: One other quick question, if I may, because <br /> we 've gone on longer than we thought. As I recall , in <br /> the County Counciling authority, there are. . .which I <br /> guess is money from federal funds , that is not civil <br /> service. Is that correct? Those positions? <br /> LUKE: Yes. They are exempt from civil service. <br /> And the reason is , one of the exemptions from state law <br /> is that all positions in the mayor ' s office are exempt <br /> from civil service but should be governed by classifica- <br /> tion. <br /> BETHEA: Oh, I see. <br /> LUKE: Okay. So. . .and Housing right now comes under <br /> the mayor' s office. If there ' s a Charter change that <br /> establishes Housing as a separate agency under here. . . <br /> under the Charter, then that exemption would not apply. <br /> BETHEA: I understand. Are there other questions of <br /> Mr. Luke? <br /> GREENWELL: (Inaudible) classification set the <br /> salary level of the secretaries that come in. . .because <br /> the mayor comes in, and he wants to bring his own <br /> secretary with him (inaudible) . He has to. . . she comes in <br /> without any civil service (inaudible) . Does she start at <br /> the bottom? <br /> LUKE: Okay. The. . .he can bring anyone in that he <br /> 371 <br />
