In the same section <br /> as our proposed amendments to Article 7, item 2 , we <br /> propose that. . .to provide for a five-year staggered term <br /> of civil service commissioners. When the number of <br /> commissioners was changed from seven to five, the <br /> staggered terms were disrupted. The amendment will <br /> eventually establish five-year terms which are staggered <br /> one year apart. <br /> The attached chart, and I ' ll refer to Attachment E, <br /> portrays what we mean by disruption of the staggered <br /> terms . If you turn to chapt . . .Attachment E, you' ll see <br /> at the top the terms of our current commissioners. <br /> Robert Paddock, he began on January 1st , ' 86 and his term <br /> ends on 12/31/1990. Jane Yanabu and Barney Meadows who <br /> were appointed 1/1/88 , their terms expire 12/31/92 . <br /> Piilani Desha and Lokelani Richards-Silva were appointed <br /> 1/1/89 ; their terms expire 12/31/93 . So therefore, we <br /> have five commissioners but truly, only three staggered <br /> terms. <br /> In order to get the staggered terms back, we pro- <br /> pose that our amendment in Attachments D. . . the language <br /> in our Attachment D, be into the Charter. And this would <br /> allow us , in our recommendation, to re-stagger the terms <br /> as indicated in the last option. <br /> If you look at the bottom of the page, up. . .for <br /> five. . .five commissioners , we propose that the next <br /> commissioner appointment be 1/1/91 and this be for a <br /> five-year term, ending 12/31/95. When the terms of Jane <br /> Yanabu and Barney Meadows end on 1/1/90. . . 12/31/92 , we <br /> propose that their replacements be appointed as follows: <br /> one be appointed for a, five-year term beginning 1/1/93 <br /> and ending 12/31/97 and the other being appointed for a <br /> shorter term, beginning 1/1/93 , ending 12/31/94 . And <br /> then when the terms of Piilani Desha and Lokelani <br /> Richards-Silva expire on 12/31/93 , their replacements <br /> again be appointed as follows: one for a five-year term <br /> and one for a shorter term. <br /> Now this language does not have to be. . .appear in <br /> 355 <br />
