The relationship_between the emergency <br /> ordinance provision of Sec. 10-8 to the Council quorum-was <br /> questioned by Mr. `Greenwell; Mr. Carpenter's opinion was <br /> that_the intent was to allow the Council to pass emergency <br /> ordinances when a normal quorum did not exist. <br /> 6 . High campaign costs was questioned by <br /> Dr. Juvik. Mr. Carpenter said the money stays <br /> on the island and/or contributes to the economy <br /> of Hawaii and provides jobs; he also reminded <br /> everyone that there is a law setting a spending <br /> and/or donation ceiling.
