Chapters 2 and 3 ; Article VIII . <br /> Chairman Bethea suggested that the Departments <br /> of Police, Liquor and Water have inserted "under <br /> the supervision of the mayor" because they have <br /> commissions over them. Mr. Carpenter said Water <br /> is almost totally autonomous , except for super- 9. Dr. Juvik questioned Mr. Carpenter <br /> regarding police officers being involved in any <br /> form of political activity. Mr. Carpenter <br /> reminded the Charter Commission that Chief <br /> Vierra was put into his present position based <br /> on political appointment; but he had no <br /> suggestion to make regarding impairing political <br /> involvement of police officers in campaigns. <br /> 433 <br />
