Maui County seems to be most <br /> restrictive. <br /> In order to clarify the definition of an appropriation and the <br /> procedures for the transfer of unencumbered appropriation <br /> balances, the following charter language amendments are proposed . <br /> Section 13-1, Article XIII, General Provisions, relating to <br /> Definitions be amended by adding a definition for "appropriation. " <br /> "Appropriation" means the act by which the legislative branch <br /> designates particular funds, or sets apart a specified portion <br /> of the county budget or of the money in the county treasury, <br /> to be applied to some general object of county expenditure, or <br /> to some individual purchase or expense. Said appropriation <br /> shall be in accordance with the provisions as established by <br /> this charter . <br /> Section 10-9, Article X, Financial Procedures, relating to <br /> Appropriations : Reduction and Transfer, be amended by the <br /> following: <br /> "Section 10-9 . Appropriations : Reduction and Transfer . If <br /> at any time during the fiscal year it appears probable to the <br /> mayor that the revenues available will be insufficient to meet <br /> the amount appropriated, he shall report to the county council <br /> 465 .4 <br />
