YAMASHIRO: Well, I 'm saying is if we ' re talking <br /> about transfers, are we saying that if we do it by <br /> resolution, it raises the transfer to the status of <br /> an appropriation because we ' re doing it or could we <br /> still have an appropriation? <br /> You know, we just transferred money to the salary and <br /> wage account, does that mean that they can hire <br /> anybody they want? Or if in the budget we say you <br /> want 5 firemen and they decide they don' t want <br /> 5 firemen, they want 5 clerk-stenographers in the <br /> Fire Department and they take the money out of the <br /> salary and wage account and hire <br /> 5 clerk-stenographers, you know under the present <br /> interpretation, that ' s possible . Or they could <br /> transfer money into another salary and wage account <br /> and make those hires. <br /> CHR. KOKUBUN: Right, in the present interpretation. <br /> But if, in fact, the Charter was amended to include <br /> language such as found in Maui ' s Charter, then the <br /> Administration would have to--- <br /> MR. YAMASHIRO: Come to usfor the transfer, <br /> but--- <br /> CHR. KOKUBUN: And to verify exactly what the purpose <br /> of that transfer was . <br /> CHR. YAMASHIRO: The purpose of the transfer . But <br /> once the money is in the account, does that <br /> constitute an appropriation which would let them <br /> expend it any way they want?
