Hawaii County Council August 2 , 1989 <br /> a Miscellaneous account for the purpose of doing a <br /> certain thing, does that limit them from doing that? <br /> Cause they have other purposes within that account <br /> which moneys have already been "appropriated" and <br /> that ' s why I firmly believe the question of <br /> appropriation has to be answered . <br /> CHR. KOKUBUN: Thank you. Mr. Domingo, followed by <br /> Mrs . Hale. <br /> MR. DOMINGO: Thank you, Mr . Chairman. I can <br /> appreciate some of the concerns expressed about tying <br /> down the hands of the Administration. But I think <br /> what we ' re looking and what we ' re treading on is a <br /> fine line as to whether we are actually doing that or <br /> whether we ' re really trying to grab hold of the <br /> budget and make the budget a meaningful document . I <br /> think what ' s proposed by the Legislative Auditor ' s <br /> Office is appropriate in the correct direction in <br /> trying to address their concern. <br /> In addition to that, Councilman Yamashiro ' s suggested <br /> that or asked the question of when does a transfer <br /> constitute appropriations of some sort? I think we <br /> should have that cleared. If we can get that cleared <br /> and with the appropriate language, as recommended by <br /> the Legislative Auditor ' s Office, would be <br /> sufficient . <br /> CHR. KOKUBUN: Thank you. Mrs. Hale, followed by <br /> Mr . Schutte. <br /> MRS. HALE: I just like to say, unless we eliminate <br /> the Miscellaenous Contractual accounts in every <br /> department, we ' re still going to have the same <br /> problem. <br /> MR. YAMASHIRO: That ' s right. <br /> MRS . HALE : So, it depends on how detailed you want <br /> the budget to be and I don' t think that this body is <br /> in a position to anticipate for a whole year how much <br /> you ' re going to spend on supplies and how much you ' re <br /> going to spend on paper and to detail it that much. <br /> I ' d like to also warn this Council that a number of <br /> individuals here probably have ambitions one day to <br /> be Mayor . Don' t tie your hands so much that you ' re <br /> going to find it difficult to administer . I ' d just <br /> 465 . 13 <br /> 8 <br />
