Budget: approval <br /> a) Hale: mayor can certify additional <br /> funds and Council can appropriate them. <br /> b) Yuen: mayor can transfer operating <br /> funds within a department; if he transfers <br /> from department to department , he has to <br /> have Council approval (Sec. 10-9) . Sec. <br /> 10-11 , which requires that expenditures be <br /> made from duly appropriated funds , does <br /> not define what is duly appropriated. <br /> c) Bethea: Mr. Carpenter said Council <br /> should not be able to make changes in the <br /> operating budget after it ' s approved. <br /> Kokubun: Council does not have to agree <br /> with what mayor adopts; has Charter 454 <br /> authority to amend and may change budget <br /> with a 2/3 ' s vote. <br />
