A motion was made by Mr. Greenwell to adopt <br /> the recently revised Rules of Procedure; the <br /> motion was seconded by Dr. Juvik. <br /> 1. Omonaka questioned (1) the wording of a <br /> draft copy of the Rules , page 5 , Sec. XIII , C, <br /> whether he was bound to support the decision <br /> of the majority of the commission; Bethea: <br /> rules don' t require members to support <br /> majority opinion after a vote is taken. and <br /> (2) page 3 , Sec. VIII , whether a conflict of <br /> interest can exist when voting; Yuen: says you <br /> can declare a potential conflict of <br /> interest. <br /> 2 . After discussion, all voted unaminously to <br /> accept the Rules. <br /> VII . GENERAL <br /> A. Questionnaire form: Mr. Bethea said Ms. Lum <br /> has submitted the first draft. <br /> B. Charter changes: Mr. Bethea said commission <br /> will eventually have to decide whether major or <br /> minor changes should occur to the Charter. <br /> Discussion followed: <br /> 1 . It was the consensus that the public needs <br /> to be educated via the commission receiving <br /> the information and disseminating it in <br /> simplified form. <br /> 2. Juvik: suggested controversial and <br /> housekeeping amendments be separate. <br /> 3 . Greenwell: suggested public be given <br /> choices of voting for present form of <br /> government , or another form of government. <br /> 4 . Each discussed how he/she sees his/her <br /> role as Charter commission member and how each <br /> will use the input of Charter informational 458 <br /> meetings , experience and public input to <br /> decide which changes should be brought to the <br />
