Those with the greatest knowledge of how the Charter impacts <br /> upon day-to-day operations have previously come before you . <br /> The Administration essentially agrees with the recommendations <br /> and suggestions that our department and agency heads have <br /> offered during recent weeks and months . We sincerely hope you <br /> will give these comments and proposed amendments your fullest <br /> consideration. <br /> Through the years , we note that there have been <br /> surprisingly few substantive challenges to the provisions of <br /> our County Charter. We believe , however, the commission should <br /> particularly address the following : <br /> 1 . Reaffirmation that appointed department . and agency heads <br /> may assume their duties prior to confirmation by the County <br /> Council. <br /> 2. Establishment of a time limit relating to confirmation . <br /> 3. Recognition that directors and first deputies of <br /> departments created by the Charter are an integral part of the⢠<br /> structure of the Executive Branch and should not be subject to <br /> elimination through the action or inaction of the Legislative <br /> Branch. <br /> 483 <br /> -3- <br />
