(6) Where practicable, submergance of an area in a larger; district wherein <br /> substantial socio-economic differences exist shall be avoided. <br /> .Our membership, after much deliberation, recommends: <br /> A.Change the County political structure to a Council, <br /> Professional County Manager system which would: <br /> 1.Have nine single member Council Districts,each of <br /> which would nominate and elect a Council Representative <br /> for a term of TWO years. <br /> 2.The Council would recruit Nation-wide for a highly <br /> professional County Manager to oversee day to day <br /> operations. <br /> 3 .The County Manager would recruit Nation-wide and hire <br /> ( and fire) professional department heads who would report <br /> to him and only through him to the Council. <br /> 4.The Council will select from among themselves a member <br /> to act as Mayor for ceremonial purposes and who will <br /> Chair the Council. <br /> Alternate B Change to nine single member Council Districts, each of <br /> which nominate and elect a single Council Representative <br /> for a TWO year term. Retain an elected Mayor but alter <br /> Department Head appointment practices by having the <br /> Council search Nation-wide for the best qualified talent <br /> available. <br /> Alternate C. Change to seven single member districts with two. <br /> additional at-large elected members. The At-Large member <br /> with the largest plurality would act as Mayor and Chair <br /> the Council. <br /> Since, as we understand it, both the laws of the United States and the <br /> State of Hawaii mandate reapportionment based on Federal Census Data, we <br /> checked and found that, in fact, the 1980 Census Tracts do a creditable job <br /> of dividing the entire County into 21 subdivided areas with common socio- <br /> economic interests.
