COMMUNITY COUNCIL / <br /> ARTICLE V EXECUTIVE BRANCH - THE MAYOR AND STAFF AGENCIES <br /> CHAPTER 4 - PLANNING DEPARTMENT <br /> Section 5-4.2 - Planning Director shall: <br /> (a) Serve as the chief planning officer and administrator of the planning commission <br /> (b) Prepare a general plan and amendments thereto in compliance with Sections 13-28& -29 of <br /> this countu charter to guide the long range comprehensive development of the county4district <br /> districts: . <br /> • <br /> Section 5-43 - Planning Commission shall: <br /> (a) <br /> (b) Review the general plan,its amendments and other plans and modifications thereof;schedule. <br /> advertise and hold public hearings conducted bu a moderator;and transmit such plans with <br /> recommendations thereon through the mayor to the council for consideration and action. <br /> (c) <br /> (d) <br /> (a) <br /> (f) <br /> (g) <br /> (h) . The general plan shall be construed in compliance with Tne <br /> constitution and laws of the state of Hawaii and the state plan and shall contain a statement of <br /> development objectives,standards and principles with respect to the most desirable use of land <br /> within the countu for residential, recreational.agricultural,commercial, industrial and other <br /> purposes which shall be consistent with proper conservation of natural resources and the <br /> preservation of our natural beautu and historical sites:the most desirable densitu of population in <br /> the several parts of the countu:a sustem of principal thoroughfares, hiahwaus,streets, public <br /> access to shorelines,and other open spaces;the general locations, relocations and improvement of <br /> public buildings,the general location and extent of public.utilities and terminals,whether <br /> pubiiclu or orivatelu owned,for water,sewers. light, power, transit,and other purposes;the <br /> extent and location of public housing projects:adequate drainage facilities and control;air and <br /> water gualitu standards; permitted levels of pollution;and such other matters as mau promote or <br /> assure beneficial social,economic and environmental conditions and trends and shall be designed to <br /> assure the coordinated development of the countu and to promote the general welfare and <br /> prosperitu of the people. • <br /> • <br /> 558 <br />
