FROM: PUNA COMMUNITY COUNCIL <br /> RE: ARTIC F X - FINANCIAL PROCEDURES <br /> Puna Community Council.would .like .to offer the following changes . <br /> to the County Charter which we feel would. clarify the intent of the section <br /> ' and increase public participation 'in the budget process,. <br /> We are particularly concerned,.that copies of budget documents and <br /> commentary.be made available at:: low cost to interested citizens. <br /> In addition, our experience in -the past year with the public hearing <br /> process leads us to believe that additional efforts must be made by the <br /> County to publicize these hearings and that emotional outbursts are fewer <br /> and outcomes are more understandable when these hearings are moderated. • <br /> We have a number of agencies to which we could turn for moderators. Many <br /> individuals on this island have taken training in mediation.
