025(Additional Testimony) <br /> TO : HAWAII COUNTY CHARTER REVIEW COMMISSION <br /> FROM: PUNA COMMUNITY COUNCIL <br /> RE: Change in Method of Election of County :Council <br /> Puna Community Council is in support of a change in the method of <br /> electing County Council members and we will be suppying Commission members <br /> with supporting information regarding our suggestion within the next two <br /> weeks. <br /> Basically, what we propose is that Council members run from their ' <br /> districts in the primary election and at-large in the general election. <br /> We believe that this would make campaigning easier and require council <br /> persons to increase their familiarity with problems in the district in <br /> which they reside. In the primary election , new candidates as well as <br /> incumbents could appear more frequently in their districts and concentrate <br /> their efforts on information gathering from constituents. Travel time <br /> and cost would be centralized and perhaps reduced. In the general <br /> election , all County Council candidates would run at large, campaigning <br /> in all districts and networking with constituents in all districts to <br /> formulate answers to community concerns on an island-wide basig. <br /> Puna Community Council 's major purpose in bringing testimony to <br /> the Charter Review Commission has been to convey our concern that <br /> county government be increasingly open to citizen involvement. <br /> This split-level proposal for election of County Council members combines <br /> the best features of the present system and the suggestion that single <br /> member districts be established. <br /> Ron Phillips 563 <br /> Don Jacobs <br /> Ginny Aste 935-7257 <br /> Richard Hahn 965-9869 <br />
