Initiative and Referendum <br /> 1. Matayoshi: Doesn' t recall any <br /> limitations in Charter. Bethea: Limita- <br /> tions that existed then were: Repealing <br /> or levying of taxes , emergency legisla- <br /> tion, appropriation of monies and fixing <br /> of salaries; another recent topic to come <br /> up is land use planning and zoning and <br /> whether or not it should apply. <br /> Matayoshi: Referendum should not be used <br /> for the planning process. Cushnie: 10. Do not use <br /> Questioned whether Matayoshi felt zoning referendum for <br /> should not be done by initiative. planning process. <br /> Matayoshi: Feels zoning, subdivision <br /> requirements , infrastructure problems , <br /> etc. should be handled by elected repre- <br /> sentatives. Yuen: The 1968 Charter <br /> limited the use of initiative so it could <br /> now be used for taxing and other fiscal <br /> decisions ; a 1982 amendment removed that <br /> limitation on initiative power. <br /> I . Research & Development <br /> 1. Duncan: Questioned functions and <br /> powers of this department.
