Yuen' s letter of 10/17/89 <br /> (attached hereto as Exhibit A) and his letter of 10/25/89 <br /> (attached hereto as Exhibit B) . Chairman Bethea opened <br /> the item for discussion with a question on page 4 of <br /> Exhibit A, paragraph 3 , the first two sentences , <br /> regarding the 15% figure. Dr. Juvik: Explained the <br /> percentage represents the departure from the expected ; <br /> i . e. if you divide the total population by six districts , <br /> whatever that number is is how many should be in the <br /> district. Then you look at how many are actually in the <br /> district , compare the two figures , and reach a departure <br /> percentage (Tape 1 : 1 : 23) . Yuen: Deviation is from the <br /> mean figure. Explained that the court system wants to <br /> know the rationale for having more people in one district <br /> than in another. <br /> L'Orange: Suggested the commission members vote on <br /> whether they wish to retain the present at-large council <br /> system or consider an. alternative. Prefers having nine <br /> single-member districts.' <br /> Yuen: The state Legislature will be reapportioning <br /> districts after the 1990 census (Tape 1: 1: 10) . , Cushnie: <br /> So it ' s only if the commission decides to go to single- <br /> member districts that present apportionment numbers would <br /> be questioned. Yuen: Correct . So what the present <br /> Charter Commission should consider is setting up basic <br /> principles behind establishing the districts for the <br /> reapportionment commission which is to be set up later . <br /> MOTION: Dr. Juvik made a motion that a single-member <br /> district option or alternative or amendment should be <br /> offered to the voters; the motion was seconded by Mr . <br /> L'Orange. <br /> Discussion: An option was suggested' of going with <br /> single-member districts ,for primary elections and <br /> at-large during general elections. Poppe: Wanted a <br /> clarification on how thi:s would work. Questioned whether <br /> this is a third option or whether it falls under the <br /> category of single-member districts. Greenwell: <br /> Suggests it may be a third option. Juvik: His motion <br /> would entertain that consideration also. Omonaka: <br /> Prefers nine members representing him on thecouncil ; <br /> present system works and should not be changed. , <br /> 655 <br />
