work hours are for work, and employees may be disciplined for <br /> carrying out non-work functions during work hours. <br /> Whether the county may prohibit police or other civil <br /> service employees from ever soliciting political donations <br /> presents a closer question. It can be argued that by prohibiting <br /> civil service employees from soliciting contributions from <br /> recipients of state assistance, or from any other officer or <br /> employee, or from anybody while in a public building, State law <br /> impliedly permits them to solicit contributions at other times. <br /> Still, the law does not expressly say that they must be given <br /> that right, so my opinion would be that the county could impose <br /> such a prohibition. <br /> I suspect that the members of the Charter Commission may <br /> think of other kinds of political activity not covered by this <br /> letter.
