hears and determines all appeals from the actions of the Chief <br /> Engineer on matters related to the building, plumbing , and <br /> electrical codes in addition to appeals of decisions by the Planning <br /> Director and Planning Commission. <br /> • There are currently twenty-six ( 26 ) permanent civil service <br /> employees , including seventeen ( 17 ) professional planners . In <br /> addition, there are three appointed positions consisting of the <br /> Director , Deputy Director, and Private Secretary. <br /> The Department has three major divisions, Kona services section <br /> and an Administrative Services Section. These divisions are <br /> Planning, Land Use Controls, and Special Projects . The • Department ' s <br /> operating budget for fiscal year 1988-89 is $974, 055 of which <br /> $141 , 500 is funded through the State of Hawaii to administer the <br /> State Coastal Zone Management (CZM) program . <br /> The Planning Division provides staff support to the Planning <br /> Commission, conducts long-range planning and plan implementation, <br /> and is responsible for resource management in the areas of historic <br /> sites review, environmental impact statement ( EIS ) assessment, and <br /> administration of the Coastal Zone Management ( CZM) program. This <br /> division is also responsible for the maintenance of the planning <br /> information systems including the computerized land use inventory <br /> and permit tracking system . <br /> The Land Use Control Division administers the subdivision <br /> control code , plan approval and project review, zoning enforcement , <br /> and other permit-related functions such as ohana zoning permits , <br /> administrative variances , grading permits , and special agreements . <br /> 724 <br />
