shall "train, equip, maintain, and supervise the force of police <br /> officers and employees pursuant to the rules of the police <br /> commission. " As it stands in the present Charter, this clause <br /> suggests that the police commission must adopt the rules of <br /> conduct for police officers. The police department's rules of <br /> conduct for its officers are now contained in the "General <br /> Orders, " which in actual practice have been established by the <br /> police chief and have not been adopted by the commission. The <br /> "General Orders" control a wide range of on-duty behavior, such <br /> as the use of uniforms, use of vehicles, and so forth. Your <br /> Committee believes that the chief should have the power to issue <br /> such orders without first obtaining the approval of the <br /> commission. The police commission is given the power to enact <br /> rules for its own procedure and for the conduct of matters under <br /> its control and may review departmental rules, such as the <br /> General Orders. <br /> Your Committee did not have a strong opinion on minimum <br /> qualifications for the position of chief of police. While it is <br /> undoubtedly desirable to have an experienced individual, the <br /> police commission has so far selected such individuals without <br /> guidance from the Charter.
