The Charter Commission also voted to include certain minimum <br /> qualifications for the chief of police. The Charter Commission <br /> did not determine where the qualifications should be placed in <br /> the Charter. I would suggest placing the qualifications at the <br /> end of §7-2 . 3 , in a sentence that would read: "The chief of <br /> police shall have had a minimum of five years of training and <br /> experience in law enforcement work, including at least three <br /> years in a responsible administrative capacity.
