Juvik: Opposes two-year period. Single-member <br /> districts will decrease campaign costs and time, but <br /> two-year terms will again increase campaign costs and <br /> time. Cushnie: Productivity would increase with <br /> four-year terms. Also, emotional issues can work them- <br /> selves out in four years.
