Yuen: Administration has been submitting to <br /> Council the administration' s details. Not necessary. <br /> Bethea: Section 10-3 says budget does not need to be <br /> itemized any further than by "agencies and programs . " <br /> Reviewing many detailed items is nothing to do with <br /> policy. Yuen: Can understand why Council doesn' t want <br /> to review a budget where departments receive one lump <br /> sum. Poppe: Recommends that transfers over approved <br /> budget go to Council if they are a particular percentage <br /> over budget . <br /> Cushnie: Messrs .
